Service line

Employ people in Jordan without setting up a company.

We become the legal employer. Your staff work for you and you direct what they do. We carry the contracts, the registrations, the filings and the statutory obligations that come with being the employer of record.

When this is the right answer

  • You need a team on the ground before an incorporation decision has been taken
  • Headcount is small enough that a company of your own is not warranted
  • You are testing the market and do not want a permanent establishment yet
  • You are hiring foreign nationals who need work permits and residency arranged
  • A project has a fixed life and setting up an entity for it makes no sense

What we take on

  • Local employment contracts compliant with the Jordanian Labour Law
  • Ministry of Labour work permit applications and renewals, and coordination of residency
  • Registration and ongoing statutory administration of the employee population
  • Full payroll processing, statutory filings and lifecycle administration on the same basis as any other engagement
  • Advice on the employment and immigration consequences of the arrangement, including the point at which incorporating becomes the better answer

We will tell you when to stop using it. Employer of record is a bridge, not a destination. Past a certain headcount, or once you have a permanent establishment in substance, incorporating is cheaper and cleaner. We would rather say so than keep the arrangement running past its usefulness.

How it runs

  • 1. Scoping. Roles, salaries, start dates, nationality mix and how long you expect the arrangement to last.
  • 2. Contracts. Compliant local employment contracts issued, on terms agreed with you.
  • 3. Registration. Employees enrolled with the ISTD and the Social Security Corporation. Work permits filed where needed.
  • 4. Running. Monthly payroll, filings, payslips and reporting, on the standard timetable.
  • 5. Exit or transition. When you incorporate, employees transfer across with continuity of service intact.

West Bank

Employer of record in the West Bank is considered case by case and confirmed after scoping, because the arrangements available there depend on your circumstances. Talk to us early rather than late if this is what you need.

Dar Al-Masri Law In association with DML

Two practices. One team.

DMF grew out of a law firm, and it still works like one. Our accountants sit in the same building as the lawyers of Dar Al-Masri Law, in practice since 1981, and the two practices run engagements together as a matter of routine.

So the contract that creates the obligation and the ledger that records it are drafted and kept by one team. A termination that turns contentious, an assessment that goes to objection, a shareholding that changes mid-year: the lawyer already has the numbers and the accountant already has the file. Nothing is explained twice, and nothing falls between two providers.

Legal advice, representation and documents are provided by DML’s qualified lawyers under their own engagement. DMF does not provide legal services.
